Sub: Seventh Central Pay Commission’s recommendations – revision of pay scales – amendment of Service Rules /Recruitment Rules.
The undersigned is directed to refer to this Department’s OM of even number dated 9th August, 2016 on the subject mentioned above. All the Ministries/Departments were requested to carry out amendments in the existing Service Rules/Recruitment Rules for substituting the existing Pay Band and Grade Pay by the new pay structure i.e. “LEVEL in the PAY MATRIX” recommended by the 7th CPC and accepted by the Government, straightaway without making a reference to the Department of Personnel and Training (DOP&T)/Union Public Service Commission (UPSC).
2. Subsequently, in order to expedite the process of issue of amendment notification, this Department in consultation with the Legislative Department prepared model notification in English and Hindi for use by the administrative Ministries/Departments. The model notifications were circulated vide DOP&T OM of even number dated 18.01.2017.
3. The Ministries/Departments were also requested to provide information with regard to implementation status of OM dated 09.08.2016 as per format in Annexure. However, so far, the requisite information has not been received from any Ministry/Department. The status of implementation of the amendment of RRs for incorporation of pay structure of 7th CPC is being monitored by the higher authorities. The Ministries/Departments are therefore requested to send the status report regarding amendment of Recruitment Rules in pursuance of DoP&T OM dated 09.08.2016 in the annexure-I enclosed herewith.
