New Delhi, May 12: The Empowered Committee of Secretaries (E-CoS), led by Cabinet Secretary P K Sinha, will meet soon to screen the Committee on Allowances’ report on higher allowances under the 7th Pay Commission. According to a central government employees’ union leader, the Empowered Committee of Secretaries will soon screen the Committee on Allowances’ report on higher allowances under the 7th Pay Commission and is expected to firm up the proposal in a fortnight for approval of the Cabinet, reported NDTV. The committee, which was set up on January 27, 2016 to process the recommendations of the 7th Pay Commission, has assured to look into all the issues related to the higher allowances including the house rent allowance (HRA) under the 7th Pay Commission and arrears.




The Committee on Allowances, which examined the 7th Pay Commission recommendations on allowances, submitted its report to the finance ministry on April 27. Earlier the Finance Ministry said the Finance Secretary Ashok Lavasa led committee has suggested some modifications in some allowances that are applicable universally to all employees as well as certain other allowances which apply to specific employee categories. The report is now being examined in the Department of Expenditure. After clearance from the Empowered Committee of Secretaries, the report shall be placed before the Cabinet for approval.

A Finance Ministry official said the Empowered Committee of Secretaries will look into all the issues related to the higher allowances including the house rent allowance (HRA) under the 7th Pay Commission and arrears. The 7th Pay Commission had suggested the abolition of 52 out of the 196 existing allowances, apart from subsuming 36 smaller allowances. The 7CPC panel led by Justice (retd) A K Mathur had also reduced the house rent allowance (HRA) from existing 10, 20 and 30 per cent to 8, 24 and 16 respectively, after which the government formed the Committee on Allowances to look into the anomalies.




The government has recently approved the modifications in the 7th Pay Commission recommendations for armed forces. The Cabinet approved the revision of pension of pre-2016 pensioners and family pensioners. It also approved the “percentage-based regime” for calculation of the disability pension for ex-servicemen.
